Texting while driving

I was wondering how the community feels about texting while driving, and the penalty for doing so. My personal feeling is texting while driving is more dangerous than driving intoxicated. I've seen people texting with the phone in their lap. Their head is looking down at the phone and they are swerving all over the road. I could tell what they were doing because they would pick up the phone from time to time and sit it on the steering wheel.  At least a drunk driver is looking where they are going. I feel that the penalty should be the same as a DUI. What do you think?
