The artifact has been in storage since early 2012; it was unveiled in a ceremony at City Hall in September 2011. It is one of only 24 in Georgia and the only such artifact in Gwinnett.

City officials hope to have the piece mounted in the new display by September 11, 2013. Cost for the project is estimated at $15,000-$70,000.

As Moulton explained, his display would be "theme-based." He compared 9/11 to the Titanic accident -- "It was not just a boat and people, but an accident. They were married forever."

His display would have a base that is 30 feet in diameter, and it would be fashioned like a sundial. The base would contain a timeline of events as they unfolded on September 11, 2001, so as sunlight progressed during the day, it would track the events as they happened.

Lights would be fashioned to highlight the artifact in evening hours. Moulton likened the lighting effect to a "ghost -- the way things used to look."

"It will draw -- people will come back in the evening."
