I am from NJ and when ever you see shoes up on the power lines it is an indication that drugs are being sold in the near vacinity.

I am from New Jersey, too, and couldn't help but laugh when I saw this post. People down here seriously don't know what that means? It's gang/drug activity.

According to wikipedia, there are several possible meanings behind this activity. http://en.wikipedia.org/wiki/Shoe_tossing

It's near the high school and not by any coincidence a pair of Jordans, a common shoe for teenagers. Pretty safe to say it's gang related.
